THE United Nations Office for Project Services (UNOPS) and the Government of Tonga will work together to identify opportunities for cooperation, exchange information and expertise, and support initiatives that strengthen national and regional capacity to address climate mobility.
UNOPS and the Government of Tonga formalised this partnership through a Memorandum of Understanding (MOU) signed in Koror, Palau, during the 55th Pacific Islands Forum Leaders Meeting.
The MOU provides a framework for non-exclusive cooperation between the two parties, with a particular focus on advancing comprehensive engagement on climate mobility through the Pacific Climate Mobility Initiative (PCMI).
Prime Minister Lord Fakafanua highlighted the importance of strengthening international and regional partnerships as Pacific countries respond to the impacts of climate change.
The signing represents an important step in strengthening Tonga’s engagement on climate mobility and creating opportunities for greater collaboration with regional and international partners.
The agreement recognises the growing importance of climate mobility for Pacific Island countries, where climate change impacts are increasingly affecting communities, livelihoods, development planning, and long-term resilience.
The MOU also establishes a platform for the parties to meet periodically to review activities, plan future areas of cooperation, and consult and exchange information on matters of mutual interest.
UNOPS, an operational arm of the United Nations, brings expertise in procurement, project management, contracts management, capacity development, and the delivery of effective and cost-efficient project services.
Under its Strategic Plan for 2026–2029, UNOPS has reaffirmed its commitment to supporting countries in strengthening implementation capacity and resource bases in pursuit of the Sustainable Development Goals.
UNOPS also administers the Global Centre for Climate Mobility (GCM), which implements regional climate mobility initiatives, including the Pacific Climate Mobility Initiative, in collaboration with regional organisations, relevant United Nations entities, and the World Bank. The partnership reflects a shared commitment to ensuring that climate mobility is addressed through coordinated, informed, and sustainable approaches that respond to the unique circumstances and priorities of Pacific Island communities.
