Samoa secures seat on World Rugby council

LAKAPI Samoa Chairman Namulauulu Papali’i Leota Sami Leota has been appointed  Samoa’s representative on the World Rugby Council, preserving the nation’s seat in the sport’s top governing body.

Lakapi Samoa said the appointment, announced on Sunday, reflected World Rugby’s confidence in the union’s constitutional process and keeps Samoa directly involved in decisions on governance, competitions, player welfare, high performance and rugby development worldwide.

Namulauulu said the role carried responsibility for the wider Pacific rugby community.

“This appointment is not about an individual, but about ensuring that Samoa continues to have a voice at the table where important decisions affecting the global game are made,” he said.

“I am honoured to represent Lakapi Samoa and the people of Samoa, and I remain committed to advancing the interests of our players, supporters and the wider Pacific rugby family.”

Lakapi Samoa Chief Executive Officer Seumanu Douglas Ngau Chun said the appointment showed World Rugby’s confidence in the union’s leadership.

“Samoa has held a place on the World Rugby Council since 2018, and this appointment ensures that our voice continues to be heard,” he said.

“We thank World Rugby for its confidence and reaffirm our commitment to working collaboratively with all stakeholders to strengthen rugby in Samoa and across the Pacific.”

“Lakapi Samoa will continue to focus on governance, player pathways, and sustainable growth from grassroots to elite levels.

“Namulauulu brings decades of experience in law, business, politics and rugby administration.”

He has served in senior roles in Samoa’s courts and private sector, including more than 26 years as general manager of Federal Pacific Insurance Ltd. 

His public service includes time in Parliament, while his rugby background spans more than two decades in team management and governance.

His rugby résumé includes work with Samoa’s age-grade teams from 2000, roles in the Samoa Rugby Union Board and Lakapi Samoa leadership, and service as a director of Oceania Rugby from 2018 to 2021.

The appointment means Samoa retains direct representation as World Rugby shapes the game’s future direction.


Lakapi Samoa has been plagued with controversy with former chairman Tuilaepa Sailele Malielegaoi forced out by Prime Minister La’aulialemalietoa Polāta’ivao Schmidt, who refused to sign a $AUD150 million regional funding deal from Rugby Australia unless the previous board was ousted.
