Confused, changing tunes

So, in boycotting US President Joe Biden's annual summit with Pacific leaders in Washington DC late September, Prime Minister Manasseh Sogavare wasn't the only one hitting the headlines after some media reported that even the host and his senior aides got confused about the exact value of aid being promised to the island countries. In his opening remarks, President Biden said it was a whooping USD$40 billion investment, then some aides walked it back to only USD$40m for infrastructure before they settled on $200m in the summit . . .
