While Kiribati has now rejoined the Forum, we wonder at what cost. The context
in which the recent Pacific Island Leaders special retreat was held meant there was
no time, and perhaps little inclination, to discuss the merits of the next Secretary-
General, former Nauru President Baron Waqa.

their mandates), and calls for closer coordination and efficiencies.
Meanwhile at USP, now that the jubilation over Vice Chancellor Pal’s (brief) return to
Fiji has subsided and Fiji’s government has made its first grant payment in some years,

reputation so it is once again the region’s pre-eminent academic institution. We will
be watching that with interest as well.
