                                           When Federated States of Micronesia President David Panuelo said this month, “I
                                           think that big dark, dark cloud that has been hanging over the Pacific has evaporat-
                                           ed,” he was referring to the divisions caused by regional bureaucratic appointments,
                                           and the way in which it had hampered discussion on some of the most pressing issues
                                           that face our region.

                                           Whether  they  will  include  the  state  of  the  region’s  university  (which  is  suffering
                                           straightened budgets as Fiji continues to refuse to release funding to the institution),
